Merit based scholarship

I’m French and I’m graduated with a total of 17/20. How can I know if I can apply for a merit based scholarship ?

The scholarship is based on your achievements in current studies (Medicine course) and your family income, not on previous studies. Also if you happen to have a first degree in anything you are not eligible for a scholarship.

So if I habe a first degree in America I have to pay the highest tuition fee?
